You are not suggesting my $2/kg retail price 6013 Permanent Brand chinese welding rods are to blame?

I hope I do not have to change welding rod brands.

I was leaning towards blaming the Unimig.

The minimum OCV specification for electrodes only comes into play when running AC current as it allows the arc to reignite after the 0 Volts portion of the AC cycle. A DC current will run an arc with a bare wire, in fact early arc welding electrodes were just that, bare wires and yes they did produce porosity.
Some VRD's are able to be turned off, while others are able to be set to a different level by internal switching and then some cannot be altered at all. To be honest, most VRD difficulties are caused by either poor earthing or even more commonly, simple lack of familiarity with VRD equipped welders. Keep persevering and it will get better.

Some testing of other rods yields the following results.

    6011's seem to strike fine.
    6013's are a bit crap.
    7014's seem fine.
7016's a bit stickier, but they are sticky at the best of times.
    8018's, see 7016.
