    You could slip some loose fitting plastic hose over the spring and pull-wire to restrain it if it ever broke perhaps.

    I would expect that the risk of a drill breaking or swarf drillings and doing damage to your eye is greater than the probability of a spring breaking .

    Wearing safety eye ware while using the drill press will come naturally ?

    Having no idea what a Richardson drill press looks like.

    Weight and pulley systems work well as they don't "wind up" like spring systems.
