For 3 mm you could try a number 32,33 or 34...
For 3 mm you could try a number 32,33 or 34 drill, once again depending on runout.
If these Dowels are critical in there use and removal you may need to use oversized or undersized reamers. -

If your drill doesn't run out use a number 31 drill will leave .005" to ream if it's running out then maybe a number 30 drill, which will leave .009" to ream.
