There may be two reasons for this.
Have you taken into account that the cylinder thread will be Left Hand. Fuel gas cylinders are Left hand Thread.
I have removed valve bodies from half a dozen 9 kg cylinders- all LH thread.
The brass valve bodies are often held by Loctite or similar and really take some moving.
One sneaky trick is to use a large capacity electric soldering iron to heat up ( and soften ) the Loctite for 10 mins or so.
I have made up a fitting which drops across the valve body and has a long handle welded to it.Just welded flat bar sections that drop over the valve body.
Apart from that the only other problem is holding the cylinder in position so it won't turn as you apply leverage to it.
Ratchet straps around the cylinder and a fence post will do it.

After seeing your post you had me thinking how I ever converted my 9kg cylinder, I checked my converted one and it is a standard brass 3/4 BSP pipe fitting in it.
I then assumed that I must have tapped it and not remembered it, but then checked the two swap and go BBQ cylinders I have and both of them are right hand thread.

Are you sure?
The hose connection to all flammable gas cylinders are all LH threads but the actual valve group connection to the vessel are a standard RH thread.
Edit: LH threaded connections have a V groove machined around the circumference of the hex spanner connection as an identifier.
