Thanks all!
It turns out that I had made a mistake and the shaft is 1", not 1 1/8". It'll certainly be easier to find a 1" drill bit. Whether it'll be clean enough for to fit a shaft without reaming remains to be seen, but at least I won't need a hole saw.

I agree with Michael - unless that handle is a nice snug fit it will be frustrating to fit and use.
If you can get it to Melbourne easier than getting it to riverbuilder by some chance then I would be happy to bore that out for you as well so there is another option for you.
I suspect that the NSW-VIC border won't be easing off for a while but the offer is there.

It doesn't matter if it has a pin, if it's a little loose, the pin and pin hole will wear every time you move it and that will eventually put more pressure on the pin so that it may eventually break.
What sort of a drill do you plan to drill the hole with?

To be able to do this properly the person taking on the job will need to have the shaft as well.

I understand the Ueee is no longer in the ACT (has moved to bigger premises).
However I am (in ACT), and can bore it out for you, but as Techo1 has said for best results I will need the shaft.

Thanks, everyone!
I'm going to take Riverbuilder up on his offer, as he can supply the handwheels too
