soap/rag/water won't do much. Some dust will be stuck onto the galv. You'll need a stiff brush of some kind, I suggested brass but you may need something stiffer. Fine abrasive paper eg 240grit my be needed. Then blow away the dust with a compressor. Any fine loose remaining dust will be incorporated into the cold galv. especially if you give it several coats.
If you can find some, bituminous paint will definitely ads extra protection.

I made my pergola fixings out of Stainless steel.
but even those galv ones will probably outsee you...providing they are not in contact with moisture constantly

Another thing would be to put bituminous flashing between the brackets and the concrete. Galv fittings sitting flat on top of fresh concrete will react.
