Nothing was mentioned about shoulder bolts, it was a suggestion that when screwed in, it would pull up against the backing and not move.
A virtual impossibility for off the shelf bolts and nuts. About the closest you would come, would be aircraft quality bolts, finding a suitable tap may be difficult.
