I would think twice before using that method. It will work if and I do stress IF you are very confident that you can pull the pulley off before the weld cools and contracts. If you cannot achieve this, then you will be left with a pulley that is actually tighter than before. Welds always contract more than they expand.
A better method that utilises the same principle is to heat the boss with either Oxy Acetylene or Oxy Propane (perhaps straight propane may suffice if the burner is large enough), the trick is large tips/burners and get the heat in quickly. You want the boss as hot as possible and the shaft as cold as possible.
The weld bead method does however make removal of bearing cups from internal bores like child's play.

Another idea
I hesitate to suggest this approach for freeing something as large as this, but for releasing stuck smaller components I have had good results with Loctite's Freeze and Release spray: https://www.repco.com.au/en/oils-flu...10g/p/A9328441
