It was over 30 years ago, but I remember it was well under $100, so had no great expectations. The cost in frustration was much higher though!
I could never decide whether it was Chinese or Indian. I have a few items of Indian tooling which are fair average quality, but some of the Indian stuff from that period made the worst examples of Chinese gear look like shining examples of the tool makers' art by comparison. I had a 6" vise marked "Made with care in India" which disintegrated not long after purchase. It had never been asked to do anything demanding which needed a heavy duty one. If it was made with care I'd hate to see a rough one.....

If that is the problem you should have no trouble exchanging the chuck; it is definitely a manufacturing fault. But if you are forced into trying to make that chuck usable have a look at this thread:

for some more suggestions, particularly the link in Post 3 for supporting the chuck jaws in the right way to give an accurate result when grinding or boring them.
