steel belt tool
i want to make holes in a 1mm thick steel sheet (conveyor belt). Is there a hand held device which punches holes? Where can i get one?

I think the thing you are looking for is called a Whitney punch, how far into the sheet do you need to perforate?

The punch might limit how far you can place a hole from the edge of the sheet.

Being that it's thin. If there is a lot of money in it you could probably make some kind of one sided magnetic punch using a big Spring powered punch held by an electromagnet. (you would need to punch with a lot of velocity)
Without a backup die it would probably be ragged.
Do you have 500 plates to do or one? How big is the hole?

A brad point drill even though designed for wood working will drill a burr free hole in light sheet.

I have done this many times in thin sheet metal using HSS steel brad points. The sheet will need a sacrificial backing under it.
The bits are not too hard to re sharpen on a bench grinder with a suitable stone once you have got the bit profile.

How big are the holes you need to make
a chassis punch will do what you want, if holes are not too small or too large
