Wow - I picked up about 30 NOS HSS blades for it for like $60. Might last me then ....

Solved
Steve, Shed, Gavin, and all who offered advice: we're finally there - it is working now, and very well to boot.
I made this 'cap' for the valve thingo. Yes, I made it badly, but it was an experiment, so I wasn't exactly caring about accuracy with the dremel. It is a simple cap with a through hole and four slits.

A ball bearing went into the thingo and the above was glued (red locktite) to the top - slits down into the thingo.
When cured-ish I gave it a go with ISO 68 hydraulic oil (being careful to make sure I had no air in the system) and it worked a treat. After lifting the ram it lowers slowly - much faster than Steve's 5mins per 100mm, but very usable. The return stroke lift is probably about an inch at the end of the ram.
I guess with the ISO 68 being reasonable 'thin' it just find its way past the ball bearing, and also I think, past the pistons.
It may be not very well made (being yet another experiment) but it works so it stays - as is.

PS. As a side note - I phoned Hercus to see if they had original plans or anything. Nope. They have no plans for any old stuff like this. Lost to time and office moves over the years.

Hey so i had mine apart today, I can confirm mine has the original brass fitting in the bottom, and it has a captured ball bearing in it, which is held in place by a small pin pressed in across the oriface to capture it, Im guessing in yours the pin has rusted away or gone walkabout somehow.. mine was still there, i just forgot to take pics of it. mine had a broken rod between the eccentric and the pump body, so today was the day i fixed it and it works like new! cheers, Levi.
