Default Metal ID please brains trust

I have 3 or 4 old steering locks like this one. Stuck the handle and the forked part in the bandsaw to cut it today. Polished a nice patch it did. I guess some grade of tool steel?

Out comes the cut off saw or grinder I suppose.

    Probably case-hardened,
Hardened outer layer but mild or carbon steel underneath.

Case hardened, or induction hardened or possibly nitrided.. Whatever was the cheapest in China to do... So probably a cyanide bath...

    Thanks all.

I had done a search but couldn't locate much at all regarding material type. I know when they were first introduced they showed hacksaws trying to cut them I had forgotten that till this morning

I had no idea though that the handle tube would be just as tough.
