That dial/ wheel is the speed selection wheel. There is a little Perspex window in it that shows one of six pairs of speeds - direct drive or via back gear. The direct drive/ back gear selection is the lever that is furthest to the left. Lowest speed is 29rpm, highest is around 2200rpm. Saves swapping belts.
