Comparing the light output of old generation fluoros with new LEDs is not really a fair comparison.
Old fluoros will have faded considerably - if you were to get new generation fluoros you would be similarly surprised.
LEDs will also fade in time, most of mine are now ~6 years old and they have definitely faded since new - I saw this when one of them died and I replace it with a spare.
I also picked up a newish twin batten fluoro from the side of the road and its light output was surprising..
Of course the lower power consumption does make LED replacements worthwhile especially if like me you work all day with shed lights on.
