I have tried to post a link to show you what I am trying to replicate but it's not appearing....

Looks like it could be ½” aluminium tube. Perhaps a pair of roller bearings are inserted into the tube?

Rather than rolling element bearings, a Teflon bush and pin?

If the brushes allowed free rotation, would that be easier than something with bearings?
Is there anything I could repurpose, a rod or tube which already has a rotating joint?

That could be done with rod and pipe compination.
Shorter rod, than the pipe. Is goin to placed inside the lower part. 10mm pipe with 2mm wall and 8mm rod inside it.
Longer rod inside the upper part. Plug welds to other ends to keep pieces together. That gives nice look.
Groove to upper parts rod can be easily done with die grinder with tungsten carbide cutter, or just angle grinder using 4mm thick cutting/ grinding wheel.
