why did the production line workers wear ties?

Can't help about the ties, but there is a possibility the router is powered by 400HZ which was popular in the WW2 period. The motor certainly looks like an induction motor.

    Default Ties

The English have a thing for ties. My ex neighbour told me as a 16 year old appremtice at a power station in the early 1960s , he wore a tie . Ties were worn when gardening , fishing and just about any outdoor activity . Times have changed though, its less formal these days.
