I suspect that it was not working at that price and getting the ANCA controller up and running again will be an expensive exercise, unless the buyer has the skills to do it himself.
I have one that is still running although it does require a fair bit of upkeep.

The bit that fascinated me was the rotary tool change. Most CNC lathe conversions don't have anything like that so it would have been interesting to see how (if?) it worked.

I think the first gen hercus tool hanger was made by buffaldi, very compact and nifty but only indexed in one direction.

For $250 dollars it would of been worth just getting it as a discussion piece for the corner of the shed...
