It wouldn't be too hard to test them yourself. The basic procedure is just fill the vessel with a liquid, normally water I believe, being careful to get all the air out. then apply pressure with a grease gun, enerpack pump or similar to your test pressure. The test pressure is normally 2 or perhaps 3 times the maximum operating pressure, and this pressure is to be maintained for a period of time.
I am not certain of the safety factor in respect to pressure, or the time period that the tank has to hold, and I have heard of some test procedures that also require measurements to be taken at pressure to see that excess stretching is not taking place, and while I have not personally searched out the answers, I imagine that with some online searches and even regulation searches via government departments would provide answers to these questions. The test pressures may even be on the air receiver of the compressor, or the manufacturer may be forthcoming with the info.

He's a sole worker and a bit of a quirky character.
No office - just a factory unit with a roller door and a swimming pool fence with gate in front of the roller door
No email, no website, no company phone - just a personal mobile which he doesn't always answer.
He's only available for interacting with a few hours a day.
Cash sales only for private customers, accounts only for businesses.
I know he does a lot of work for fire brigades so he should be legit.
That price was from Clisby, I also had my ute's gas cylinder re-certified for around that money. I am keen to know too.
