Having recently bought a new mill with an R8 spindle, I have made up some new R8 arbours for my boring head, the gear cutter arbour and a spare arbour for a future project so they could be used on the new mill.
The old mill had an MT3 spindle and it was a big job to make MT3 tapers to a reasonable accuracy. The R8 arbours turned out to be somewhat easier, with the aid of a taper template that was made to match a couple of R8 tapers that I bought with the mill.

Are R8 tapers easier to make because they are shorter compared to a morse taper?

That helps a lot, as it doesn't stretch the whole range of the topslide on the lathe, and it's also easier to adjust the angle when matching the template as less material needs to be taken off due to the short length. I did this using a set of flat diamond hones.
The drive slot and the parallel end means there are more operations involved to make the R8 taper.
