I've been asked to drill and tap 2 x M4 through holes on this rifle, about where the small screw and nut are in the crappy photo. I don't want to start unless I know I can do it with a standard HSS drill and tap.
How hard or tough is the steel?
Thanks in advance.

HSS should be fine, I have lost count how many I have drilled over the years all with HSS

I have a friend who does gunsmith work and he uses spiral taps exclusively on tapped holes for receiver mounted scopes and the like.

I tried spiral taps and they reduce the tapping effort effort by a big factor. They were dearer but not by a lot.

Less likely to snap and reduce the chance of an unsuccessful job.

Job's done without any worries, thanks for the advice, the steel was probably as tough as 1045.
