IF it is a Holden 13 inch wheel these were last...
IF it is a Holden 13 inch wheel these were last used in 1967 on the HR Holden.
I doubt they were ever airtight for use with tubeless tires.
Changing wheels and hubs etc, will also incur brake... -

An old toolmaker I know used to "dribble" methylated spirits when machining or drilling ally to prevent heat build up and galling.
I don't have a mill but it certainly helped when drilling. -

I have to agree with Vernon that they are more a security/anti theft/tamper proof nut than a "locking nut" as they don't actually lock.
They are a great deterrent to thieves. -
