A bad description.
I think it is a straight shank drill arbor, where the short end is actually a jacobs taper (presses into drill chuck) and the long end can be held in a drill or lathe chuck. As it is 20mm diameter, I'm not sure exactly how (seems a bit big) or why but that is the vendor's issue.

2nd photo makes things a bit clearer. I was searching using key word Morse Taper.

I found cold saws in amazon.com.au once by accident - they werent called anything like cold saw and searching cold saw only finds blades. Could be various things not selling due to poorly selected keywords.

I'd go along with that, some Chinese sellers seem to specialise in bad descriptors, yet others use every tag they can think of. Others will advertise something but not give critical measurements a thought.
