I suspect a properly sharpened HSS drill bit would even do that. What size hole do you need? Is it to fit the post bolt?

Usually the harder the material, the slower you go. What size hole?

Can you hold the work in a four jaw and bore it out? you'll get a better finish

What size is the hole now and what size do you need? A drill may be the wrong choice for this job.

As suggested above, bore it out on the lathe or on a mill. Using a drill bit is not the right tool for the job.

It probably wouldn't but you never know,
An indexable bar would probably be the better option.
How big is the bore at present?
Are you able to machine a new mounting stud to suit your tool post?

If the carbide drill is an option to you check the price of a boring bar as well as these days they can be found quite cheaply, sometimes they may even come with one or two inserts.

Need more information. It really depends on what equipment you have and how much you need to open up the hole and what equipment you have. Drilling a 12mm hole out 18mm in the machining center at work* no problems. Going from 12mm to 13mm in a drill press, not going to work.

*The drill for doing that would be about $200.

Would a carbide burr work if there's one a suitable size? I was thinking one with a cone shape may work.
