Ken,
finally got around to looking for the adapter. the weights are split and it looks like the threaded hole was made as a last operation. The weights have dovetail sides that match the groove. When slid together they fit the groove quite snug, but can still be slid around for balancing. The set screw prevents the halves from sliding in relation to each other, and when tightened fixes the weight in the groove. (it clamps to the bottom of the groove, not by wedging the dovetail. The dovetail mainly prevents the assembled weight from coming out of the groove)
Sorry for the slightly unfocussed pictures, my camera doesn't have a good macro function.
I think I would make the weight parts to size (first dovetails, contact surface and width, finally the length) and a fixture that holds them together like in the adapter groove. Then I would drill and tap the weights in the fixture. I would most likely grind a single lip cutter to make the dovetails, both on the weights and the fixture. But that's just me,there probably are better ways to make them.

Thank you for that. They are made as I supposed. I have a HLV lathe with a 5c collet system. I could turn 2 rings via pot collets; then drill and tap the screw holes before sectioning the rings into individual weights. Another way would be to grind the dovetails with a shaped grinding wheel on either the surface or tool & cutter grinders
A job down the list, as I have a new adapter on the way for the errant wheel. No doubt in the future they will be required.
