    Hi Gimy,
    Welcome to the forum, I'm not a 100% on this, but it looks like a spot surfacing tool, as used on a cast surface to make a smooth spot for a bolt head to sit as in a automobile cylinder head, there would be a spigot shaft that would align it with the hole.

    Going by the size of the bubble wrap, I guestimate the serrated ring diameter to be 10 or 12mm. That might perhaps make it a cutter head for spot weld removal. The other end with the 3 keyways might be the driver end.... Just guessing.
