I have the plans for this. A lot of thought has gone into the design with many of the design decisions covered. It is constructable using hand tools.
I would think the whole lot could be done for less than $1000au
some substitution would be needed for metric stock in Australia as there is no imperial aluminium available in the sizes listed.
There is a sub forum on Cnc zone for this router design.

Hi Ryan, tried to find the price of the plans, but couldn't find it, how much are they please? Is it a relatively simple build?

I would say it is a simple build.
from the construction photos and documentation included in the 178page plan set I can see the following tools used
circular saw
small trimmer router (which later becomes the spindle) (these can be had for as little as around $50 I think)
g clamps and a section of aluminium straight edge to use as a cutting guide
squares and rulers
drill bits
hole saw
f clamps
screwdriver
soft jaws and a vice
scribe
marking texta
drop saw with aluminium cutting blade and lubricant
appropriate tap and tap wrench
locktite 271
allen keys
spaners
hacksaw
stuff to complete the wiring
multimeter
feeler gauge
files
I would say a drill press would be needed as well, however I cant drill a straight hole to save my life!
basically if you cut aluminium/steel section to length, drill and tap you will be ok
