Granted. I think a bit of negotiation can go a long way with these things. I wouldn't worry about the rust. Cleans up well chemically! I just thought it might be good for someone as a first lathe. As a first lathe I think they could do a lot worse

Assuming good mechanical condition, lots better choice than the generic small Chinese lathes, Myfords and Hercus models anyway. Excellent build quality, IIRC there's a weak fibre gear in the drive train of that model to watch out for though. Never had one in pieces and going on old memory.
If they use more or less the same gear train in the later Super 11's then there's nothing terribly exotic about the gearing - no internal splines or similar that's hard to deal with for a missing/broken gear. Mine is currently set up cutting a 0.75mm pitch thread for Primus stove burners so I've been playing with the gear train quite recently.

If you don't know how to clean it properly, ASK FIRST! Do NOT use powered wire brushes, wet & dry or similar on any sliding surface, for example.
Looks like the rust is pretty much cosmetic and once removed there'll probably only be some light staining.
Given the tooling I'd say it's a damn good choice for a first lathe. Have fun with it.

Steel wool and mineral turps should clean up the rust.
Gold, the colour of choice for the discerning person.
