Just saw this borer on grays. It has a feature which makes it a bit different from most vertical borers. Can any of you tell me what it is?

Some what appears to be cheap downgraded steel @ Moss Vale, NSW (Haven't seen much downgraded stuff before so not sure if this is standard pricing or not)
